Are you struggling to make ends meet, and finding you have to cut back on food in order to pay for other household expenses such as utility bills? If so, have you considered applying for the food stamp program? Did you know there’s a program right here in Lewis County that can help you through the process? It’s called the Nutrition Outreach and Education Program, or “NOEP”. Simply put, NOEP helps to reduce local barriers to participating in the food stamp program. This takes on many forms; among them educating the public about the food stamp program, and by assisting individuals and families through the application process. NOEP Resource Advisors can also connect the individual or family to other programs for which they may be eligible, including those offered right here at Opportunities. NOEP is operated in Lewis County by the Community Action Planning Council (CAPC), and is administered statewide by the Nutrition Consortium of New York State.

For its part, Opportunities provides a convenient location at our New Bremen offices for individuals or families to meet with a NOEP Resource Advisor from CAPC, and learn more about the food stamp program. CAPC staff can also pre-screen for potential food stamp eligibility, and help with the entire food stamp application process. If needed, CAPC staff can accompany the applicant to their food stamp appointment at the local Department of Social Services.

CAPC staff are available at Opportunities each week, and walk-ins are welcome. Appointments can be scheduled by calling CAPC at 1-866-460-3107, or by contacting the agency at 518 Davidson Street, Watertown, NY 13601.
